Do we have the power and authority to bind and lose things on earth?

In order to gain some insight into Christ's intention, we have to talk verb tenses again.
In Matthew 16:19, both words "binding" and "lossing" are perfect passive participles, which could more literally be interpreted "having been bound" and "having been loosed."
The tone of this interpretation is expressed beautifully in the Amplified Bible: "I will give you the keys of the kingdom of heaven; and whatever you bind (declare to be improper and unlawful) on earth must be what is already bound in heaven; and whatever you loose (declare lawful) on earth must be what is already loosed in heaven."
The principle implied is congruent with the essense of the prayer Jesus taught His disciples: "Your will be done on earth as it is in heaven" (Matthew 6:10). Why on earth would God give carte blanche permission to human flesh and blood to bind and loose whatever he (the believer) interpreted ws wrong or right? [or what the believer tought they were entitled?]
Just a few verses later we find Peter rebuking Jesus for having the audacity to suggest He would "suffer many things at the hands of the elders...and that He must be killed" (Matthew 16:21). Had Peter had his way, he would have bound the cross and unknowingly loosed the world from any hope of salvation.
God doesn't sit on His throne saying "Oops, I wouldn't have done that, but now that you have, I guess I'll go with it." Remember, God doesn't work for us; we work for God. His desire is to see believers bind and loose what He wants for them.
God has made so much available to us. He foreordained a perfect plan for each of our lives and has stored up immeasurable blessing that He longs for His children to loose by faith.
"How great is your goodness, whch you have stored up for those who fear you, which you bestow in the sight of men" (Ps 31:19). This doesn't sound like a promise intended for heaven alone but also "in the sight of men" which intimates some heavenly goods onto earthly sod.
God has invited us to participate in kingdom affairs, and even kingdom authority under the rule of His righteous will. He extends staggering power to those willing to think with the mind of Christ rather than the mind of man.

Its important to understand how a Jewish first century believer would understand the terms of binding and loosing. This idea refers to forbidding something or tying something up, or restricting. Losing allows something right.
You also have to understand the Greek construction of this verse. In practice, many people bind and lose i.e. unemployment, poverty, faild marriages, sickness, the devil..... which they believe that God is then obligated in heaven to bind....as if we are in control.
The Greek construction of this verse is best represented by the NASB and the Christian Standard Bible.
We also need to take the context of the verse into consideration. There is nothing about demonic presence or casting out the devil.
This verse was part of a larger dialogue with Peter that Jesus was having in which He said He was going to give Peter the keys to the kingdom. He was saying "I'm going to give you the authority through your preaching of the gosepl to open up the doors of the kingdom to those who need to know Christ. The mystery of the gospel has already been loosed from heaven.
The broader context, Jesus is asking His disciples a question. Who are people saying that I am? Who do you say that I am? Peter rise up says, "Jesus, I believe that you are the Christ, the Messiah, the Son of the living God." Jesus replies and says that this has been revealed to you by God in heaven and because of that I'm going to give you the keys of the kingdom and whatever you bind on earth will be bound in heaven or have been bound in heaven etc.... There is nothing in this passage about binding the devil, demonic influence, poverty, cancer, unemployment, marital stress and all the things that people use this passage to bind and lose.
Nowhere in the rest of the Bible are we as believers encouraged or commanded to bind up the devil. There's not any examples of people finding up the devil. The book of Jude vs 9 says "but when teh archangel Michael contending with the devil was disputing abou the body of Moses, he did not presume to pronounce a blasphemous judgement but said the Lord rebuke you. The archangel Michale didn't believe he had the authority to bind up the devil.
What does the rest of the bible have to say on this topic. A key to proper interpretation is to let scripture interpret scripture. Lets take a look at Matthew 18. "If a brother sins against you to tell him his fault between you and him alone, if he listens to you you have won your brother. But if he won't listen take one or two others with you so that by the testimony of two or three witnesses every fact may be established. If he doesn't pay attention to them tell the church. If he doesn't pay attention to the church, treat him like a gentle and a tax collector. Truly I tell you whatever you bind on earth witll have been (past tense) bound in heven and whatever you loose on earth will have been (past tense) loosed in heaven. Atin truly I tell you if two of you on earth agree about any matter that you pray for it will be done for you by my Father in heaven. :
Jesus is now talking to the apostles and not just Peter and now by extension to the local church. This is talking about church discipline. They are referrign to someone who is unrepentive...they hae already been bound in heaven. Jesus was transfering authority over to the church leadership to bind this person.
We have been given authority and power, but there are other verses that we should go to for understanding.
